Russia and the Gulf countries

Civilized scientific and technical cooperation.

At the end of May 2006, the first meeting of the Russian-Emirate Business Council (REDS) was held at the Federation of Chambers of Commerce in Dubai. The Russian part was represented by a number of large companies and organizations. The sphere of scientific and technical cooperation was represented by the Scientific and Production Association "PROMEKO", Chelyabinsk.

NPO "PROMECO" is a non-profit organization working in the field of creation, development and promotion of new technologies in the field of ecology and resource conservation. The UAE is an example of a careful and thoughtful attitude to the environment, an adequate understanding of the consequences of environmental problems. That is why the NGO "PROMECO" for a long time cooperates with government agencies, educational, scientific, environmental and public organizations of this country.

For several years, the company has been conducting research in the field of desalination of sea water and the processing of desalination waste, a huge amount of which creates serious environmental problems in the UAE and other Gulf countries. Currently, NPO PROMECO is the only Russian company that has received permission from the Government of the UAE to install the first Russian-made desalination plant in the UAE. The company is also developing a project for the development of desert coastal zones through mobile autonomous desalination complexes.

Since 2003, PROMECO has been collaborating with specialists from the University of Sharjah (UOS). In 2004, the NGO "PROMECO" took part in the International Conference on the development of economic, scientific and technical cooperation between the Russian Federation and the CIS with the Arab world in Dubai; at the VII International Investment Forum "Moscow-Invest-2004" in Abu Dhabi; in the International meeting on improving the efficiency of the process of desalination of sea water and the treatment of waste from desalination plants, in the emirate of Ras Al Khaimah.

In 2005, representatives of the NGO "PROMECO" held a series of meetings on the implementation of technologies related to desalination of sea water and the use of solar energy with the heads of environmental organizations in the UAE: the Federal Environmental Agency of the UAE (FEA), the Department of Water Resources Studies under the Office of the President of the UAE ( DWRS), UAE Environmental and Wildlife Research Agency (ERWDA).

PROMECO also took part in the international conference held by the Emirate's Environment Group (EEG) in Dubai under the chairmanship of Ms. Habiba Al-Marashi and was invited to become a regular participant in the events held by EEG. In May 2006, PROMECO was awarded the Emirate Center for Training and Research Strategy (ECSSR) for its contribution to solving the environmental problems of the UAE

It is unnecessary to mention the advantages of Russian applied science - Russia can rightfully be proud of its scientists. Technology and development are perhaps the main things that Russia can offer, and that not only withstands competition in world markets, but also surpasses world analogues. Unfortunately, for a long time the promotion of Russian know-how on world markets was the business of technology manufacturers themselves. Scientific organizations were forced to independently propose their own developments, without having sales experience, guarantees of customer reliability and state support. On the other hand, this situation did not allow potential consumers to treat Russian companies as full partners - without state support, buyers interested in purchasing Russian technologies lost their guarantees of product quality and the reliability of the seller company.

Fortunately, the situation has begun to change lately. At the government level, measures are being taken to create opportunities for a civilized transfer of Russian scientific developments. With the support of the Federal Agency for Science and Innovation under the Ministry of Science and Education of the Russian Federation, international centers of scientific, technical and innovative cooperation are being created. Centers of cooperation between Russia and the member countries of the APEC Forum, Russia and the countries of Latin America, Russia and China, Russia and Finland have already been created. At the same time, the policy of the Government of the Russian Federation regarding cooperation between Russia and the countries of the Middle East region has changed. Awareness of the broadest opportunities that the unification of the Russian scientific and technical potential and investment opportunities of the Gulf countries opens up makes it necessary to take measures that really contribute to the development of cooperation between our countries.

For a long time working in the UAE, NPO PROMECO has established itself as a reliable and competent company and received a proposal to lead the creation of the first Center for scientific, technical and innovative cooperation between Russia and the Gulf countries in the Middle East, which will work within the framework of the Russian-Emirate intergovernmental commission, according to the signed between the Government of Russia and the Government of the UAE agreement. The work of the Center will be conducted in several priority areas. One of the main tasks will be the creation of a civilized, on a legal basis, transfer of Russian advanced technologies aimed at a highly effective integrated solution of serious environmental problems existing in the Gulf area. The center, open and operating with state support, will serve as a guarantee of reliability for both parties: both for Russian suppliers of high-tech developments, and for Arab consumers. In addition, the opening of a permanent innovation and industrial site in the UAE, provided for in the Center’s work, will provide an opportunity to get acquainted in detail with modern Russian technologies, as well as to obtain information about emerging environmental problems and modern ways to solve them.

The structure of the created Center provides for joint research by Russian and Arab specialists. As part of the development of the educational sector, conferences, seminars, symposia, and presentations are planned. The rich traditions of Russian higher education and an excellent level of education in the UAE suggest mutual student exchange programs, joint creative work, and the integration of educational traditions of both countries.

Currently, representatives of the company "PROMECO" held meetings with organizations - potential participants in the project. Positive feedback was received from the Minister of Environment and Water of the UAE Mohammed Saeed Al Kindi, President of the Arab Fund for Science and Technology Abdullah Alnajar, the Federal Environment Agency of the UAE, the Environmental Agency of Abu Dhabi, a number of private companies, scientific and educational institutions of the UAE.

On the Russian side, the initiative to open the Center for Scientific, Technical and Innovative Cooperation between Russia and the Gulf countries received approval and support from the adviser to the President of the Russian Federation Aslambek Aslakhanov, the adviser to the President of the RF CCI, the director of the Russian-Arab Business Council, Tatyana Gvilava, the ambassador extraordinary and plenipotentiary of the Russian Federation to the UAE, Andrei Zakharov.

Creating favorable conditions for the development of mutually beneficial relations between the Russian Federation and the countries of the Middle East region in the field of scientific, technical and innovative cooperation opens up tremendous opportunities for both the Russian scientific community and the Gulf countries. The structure being created will be one of the first real steps in the direction of such cooperation and, possibly, will serve the further unification and development of relations between our countries.

Awareness of the broadest opportunities that the unification of the Russian scientific and technical potential and investment opportunities of the Gulf countries opens up makes it necessary to take measures that really contribute to the development of cooperation between our countries.
